April, 2005
Dear Extension Educators, 4-H Youth Development:

The 4-H Foundation Board of Directors met March 24th. State Representative Joe Dorman was welcomed as a new board member. Attorney Bob Burke from Oklahoma City will also joint the 2005 Board. Jim Rutledge was welcomed as the Interim Executive Director of the 4-H Foundation. He presented the board with some of the goals he will be working toward while he is in the position.

Four-H Day at the Capitol is April 19th. If you have 4-H members who will be participating, please check with them to be sure they have made contact with their legislators and fully understand the Second Century Initiative. Successful funding of this Initiative will mean at least two state 4-H specialist positions will be restored.

Thank you for your assistance with making 4-H Day at the Capitol and the Second Century Initiative successful.

Sincerely,
lhsig
Lynda Harriman
Assistant Director
4-H Youth Development

If you see the April Better Homes & Gardens on the newsstand, pick up a copy. Four-H Afterschool is featured on Page 182. The magazine article recognizes that parents are worried about how their children are spending their hours directly after school. With youth crime statistics on the rise today, the need for after-school programming continues to grow. But according to a recent study by the Afterschool Alliance, 4-H and other youth development organizations across the nation are helping to lower this statistic.

It is estimated that more than 14 million young people are left alone in the hours directly after school, and many times it’s during these hours when youth get into the most trouble. Although 4-H has been helping to solve this problem with more than a century of educational programming, the need to target 4-H programs in those hours that are the most dangerous has risen and, in 2002, 4-H Afterschool was created.

Young people throughout the 4-H community are getting involved in 4-H Afterschool and spending their time after school in new and meaningful ways. For more information, go to www.4hafterschool.org today!

If you have never visited an Afterschool program, I challenge you to do so. You will immediately see the need for 4-H within a lot of these programs. Afterschool programs are a terrific outlet for your educational programs, and the audience will appreciate any time you share with them. The after-school youth and staff need your time and expertise.

On behalf of the state 4-H officers, I would like to thank Oklahoma 4-H for joining with Habitat for Humanity (HFH) to help build a house for a low-income family. The timeline for collecting money concludes May 6th, and funds need to be received in the state 4-H office by May 16th if your county/group wants to be considered for awards presented at Roundup. Send one check or money order, made payable to “4-H Dime Drop,” and mail to the Oklahoma 4-H Foundation. Our team looks forward to presenting Oklahoma 4-H’s contribution to HFH.
Magan Smith, Service Project Chair and S.E. Dist. State Vice President

Conference program and enrollment form are now posted at http://agweb.okstate.edu/fourh/volun02/Eduopp.htm.

The State 4-H Volunteer Board invites parents, volunteers and Extension educators to come and sample the palette of food 4-H offers. The Leadership Development Conference format has a fresh look and a variety of tasty treats for participants to draw from while gaining new ideas from one another.

I challenge you to reflect on the variety of foods served at your home during mealtime. Some of these foods are quick and easy, while others are labor intensive and time-consuming to prepare. Our preparation and guidance to 4-H members is similar. At times we need a quick and easy project or activity, while at other times our preparation or guidance will be more labor-intensive and time-consuming. Each of us contributes to a balanced 4-H program, just as each dish contributes to a balance meal.

Please place July 23rd on your county 4-H calendar, and encourage participation in The Leadership Development Conference. We promise to feed and nurture the 4-H soul.
Sandy Major, State 4-H Volunteer Board President

County Educators, please be sure all chaperones receive a copy of the “Letter for Chaperones.” It can be accessed from the Oklahoma 4-H web site under “Activities and Events/Discovery Unlimited.” Included within the general information is a web address for Saints Groves Camp, where directions to the camp can be obtained.

All chaperones transporting youth should have a Xerox copy of the child’s RAM form in the car in which they are being transported to and from camp. A second copy of all delegate RAM forms should be in the possession of one designated chaperone/Extension educator. For further information see information posted online.

REFERENCE PAST ISSUES: January, Februray 2005 & March 2005

With tax time comes calls from club leaders who do not want to report the interest from their local 4-H club on their own income tax.   To avoid this problem all clubs should seek their own EIN numbers.   While this can be done for the entire county it could cause long-term issues with tax receipts, so we have been advised that individual club numbers are the best way to go.

To obtain an EIN go to this web site:  http://www.irs.gov/pub/irs-pdf/fss4.pdf and complete the form.
Line 1 should list the clubs name which should also match the name to be used on the bank account.  The words “4-H Club” should ideally be part of that name.
Next, complete lines 4-6.  The county office address could be used as club treasures do tend to change.
In section 8a, check the Other non-profit organization box and list (4-H Club)  it will also ask for Group Exemption Number (GEN) list 2704 in that blank.
In section 9, check the box for “Banking purposes” and specify 4-H Club receipts and disbursements.
Also answer items 16a-c.  Most likely the answer for 16a is NO and that will complete the questions.  If yes, complete the next two items.

Finally form needs to be signed. It can be signed by anyone who represents the club.
Once the number is issued, it needs to be provided the bank and the leaders SS# should be removed from the account.
